Mr

Mr. Conrad unmasked.

He first appeared when he tossed a bundle of newspapers for Shaggy to deliver.

The gang went to his office and informed him about Shaggy's stolen bike, but denies knowing about it and throws them out.

He was unmasked as the ghost who was counterfeiting $5 bills. He stole Shaggy's bike because he needed the bike chain to work his counterfeit printing press, and said chain was a perfect fit. He was then arrested by undercover U.S. Treasury Department agent Shirley McLoon, who was investigating his counterfeiting operation, and he captured her for getting too close.
