Dr. Botnise is a mad scientist who created the Garden Witch to hunt the gardens in Coolsville.

Dr. Botnise was breeding mutated plants to start a crime wave in florist shops in Coolsville. He didn't want anyone to know what he was doing, so he built the robot to scare off the neighborhood kids.[1]
